Literally the Corrections Corporation of America has dictated state mandatory minimums for all kinds of low level sentences for the decades since they took managing prisons over..often slipping nice size donations into state legistaors pockets to keep the laws landing small time hoods in the pokey for 5-10 plentiful and potent.
