Violent offenders get light sentences or are rereleased.

Nonviolent offenders are housed because they generate money for the State.

One thing I find interesting is this: I’ve never been involved in any of the police/prison/court system and was shocked to hear they charge criminals here in Texas who are on probation and parole. So I guess if you don’t have a job and can’t pay your probation/parole monthly fee then technically you violated your rules and can be rearrested with more court time and court fees and prison time. As an outsider to me it seems it’s a lose lose for the bad guys.
