Not quite. In 1936, the Nazis enacted legislation, that EVERY German ascribe their name to a document swearing their complete allegiance to the National Socialist Party. Those that did not, became instant political criminals with death warrants on their heads.
So, now, in retrospect, when folks ask, “Well, how come the German people did nothing about it?”, you can give them this answer.
The Nazi government had EVERYBODY in their pocket, by their own acceptance!

The first time I saw a complete assembly rise as one, with their right hand raised, and screaming in unison, “FOUR MORE YEARS! FOUR MORE YEARS!”, it frightened me. That was with Reagan. Yes, he did well for the country. But, it was the thrall of the crowd, the singular voice, the blank look, that struck me.
The next time I saw it, I saw it, with the “of course”, in front of it. Why? Because it was all the stupid porch-sitting non-Caucasians, wetting their pants, to outdo the person next to them!
