Actually, Laz, clay kitty litter, or if you prefer, oil-dry, is a great absorbent. It is used in containers to take care of residual moisture, to ‘mitigate’ possibility of free standing water. Personally, I would have suggested dry cement. That works well too.

Bottom line, there are regs for free-water content. An absorbent of some kind is a prudent addition to the package. Not sure why they decided to go with an organic based absorbent, beyond not being ‘in the loop’ that the clay based version had been replaced.
