Very long wait rates are almost as effective, and they need no additional personnel.

Very long wait rates are almost as effective, and they need no additional personnel. Three things can happen when care is withheld, Patient dies, patient gets well on his own, patient holds on for treatment. Two out of three outcomes have no expense involved, so why would they not delay treatment?
