I've ALWAYS found (since I was an adult) that it is BEST to admit error or apologize AS QUICKLY AS POSSIBLE. Immediately, is best. The LONGER one waits, the tougher it is.
Besides, it puts the other person in a tough place. :o) "DANG, she apologized! Now I can't hold on to my "pissed off" anymore. What a wet blanket!!"
Makes no sense to apologize if you dont think you did anything wrong.

I agree that this is the big question, along with “why wasn’t the additional security requested before the attack provided”.
Yet, by far, the most common question coming from our side is “why did you lie about the video being the cause”.
That’s the only question that most of the moderately engaged public hear.
I’m sure, for that reason, most of them are in Hillary’s camp: “what difference does it make”?
