Oh they started that loooong ago. In the late 80's California had a drought. There was a big campaign to encourage the usual conservation which was much more successful than anticipated. So successful that water rates had to be increased.

Much as they have enticed people to install solar, then slapped big taxes and fees on them to "connect" their private generating capacity to the electrical network AND made it illegal to break the connection from the electrical network to run independently. The damn Aussies essentially nationalized the privately purchased solar panels on homes and businesses in Australia.
