No one's asking...isn't the VP supposed to be available when the President isn't? And so on down the chain of command. Why didn't that happen if someone in the military couldn't get ahold of the president for a command?

Besides that, aren't there standing orders of what do do if there's something as serious as an attack on an embassy staff?
