No, they are being more subtle in Odessa than they were in Crimea. Also in Odessa, the majority of the population wants nothing to do with Russia and little green men (Russian soldiers in uniform without identifying patches) would stand out and be attacked by the crowds. Even the police, who are reticent to get involved would probably feel compelled to do something, if not call in the military.
