While the lesson of the loaves and fishes is clearly one that suggests personal - rather than government - charity, I have to disagree with your representation of the above scripture. The contecxt of this quote is that the Apostle Paul was writing a letter to a church whose congregation had become convinced that Jesus would be returning very soon, and that the day of the rapture was at hand. And, in fact, many of the congregants had quit their jobs so that they could stay in church and pray, as they were convinced that that this event was imminent.

So in that context, Paul was basically saying that if these congregants are so sure that the rapture is at hand that they are willing to give up their jobs, then they should also stop eating as well.

Hence, the scrpiture is not saying that someone who does not work should not be fed.
