Dont the low income applicants who have their premiums subsidized by the tax payer have to pay anything up front? Are they considered in these numbers?
The stats I saw for California showed 50% were medicaid (free to the user) and 80% of the rest were receiving subsidies.
Subsidy folks supposedly do pay their part of the premium monthly.
