Putin says he has the right to intervene militarily anywhere in the old USSR, where there are Russian speakers:

All Putin is doing is to update the old “Brezhnev Doctrine” which allowed the Soviet Union to come to the defense of any “socialist country” with which they had relations, no matter were they were located. This was specifically aimed at providing arms and protect to Castro’s Cuba, Czechoslovakia during its “Velvet Revolution”, and other marxist states, esp. North Vietnam, the Pathet Lao in Laos, and in theory, later on, the Khmer Rouge in Cambodia via Prince Sihanouk.

I’ll bet you haven’t seen this concept mentioned in any mainstream newspaper or on TV.
