“...Maryland, New Jersey, Illinois, Hawaii, Washington, Massachusetts,
Vermont, California, New york, Rhode Island and D.C.
commit to select electors pledged to vote for the national
popular vote winner regardless of how their own state voted...”
-
Who just who is it that would be able to force them to uphold that commitment?

Reading back over this thread, I find myself completely baffled.

Why would any state (large or small; liberal or conservative)
want to make a commitment to cast their votes for president
against the will of the people in their own people?

“...commit to select electors pledged to vote
for the national popular vote winner
regardless of how their own state voted...”

The Constitution clearly places the method of selection of “presidential electors”
within the authority of the State legislatures.

It is not so clear on how their votes are to be tallied.

The Constitution
Article. II.
Section. 1.
The executive Power shall be vested in a President of The United States to be elected, as follows:
Each State shall appoint, in such Manner as the Legislature thereof may direct,
a Number of Electors, equal to the whole Number of Senators and Representatives
to which the State may be entitled in the Congress: but no Senator or Representative,
or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
