Do you mean like what McVeigh did? I know innocent children died and that was more than wrong, but his target was the federal government.

I seem to remember reading about partisans and guerillas hitting back where those occupying forces live, work, when they least expect it, are vulnerable and weak, etc. A leveling of the playing field.
