UN Agenda 21/Common Core tells us that it is racist to redistribute the things confiscated from producers based upon merit.
Everything must be divvied up among self-appointed aggrieved groups. The producers should be excluded from this redistribution because they are racist by definition.
The number of seats and teachers is finite, so apparently there is too much attempted attendance.
