What is happening here and now sounds like double billing.
They will tackle this like they have all else. First you determine who is Tea Party and make sure that penalty is applied.

HOW IT WAS SUPPOSED TO WORK Once upon a time in Obama's Utopia, tolerant compassionate Democrats kindly conferred cheap affordable universal healthcare on us American who are total scum.
Even though we are all rank cowards on the subect of race, for the first time, we undeserving misogynist, racist, homophobic Americans were going to have our health needs taken care of by our benevolent government.
Kindly Democrats (who despise the 1%) conferred cheap health benefits on all of us Americans, not just those intolerant greedsters with money (who create all the jobs that make the economy run smoothly).
Benevolent Democrats in Capitol Hill offices dreamed of millions of formerly uninsured Americans, and their illegal brethren, marching in lockstep to the polls to vote for kindly Democrats---the givers of all good governmental things.
Kindly benevolent Democrats would sail to electoral victory b/c they stood up to the evil insurance-medical-industrial complex on behalf of us cowardly, undeserving Americans.
Peace, happiness and universal well-being would reign over the land.
And we'd all live happily ever after.....even with astronomical deductibles, drug rationing, and I-PAB Death Panels looming in the distance.

Way to simplify the lists that will be generated: Pick out all known Republicans or conservatives that show up on some kind of delinquency in acquiring “health insurance”, then concentrate fire upon them, in highly publicized instances.
This is especially good for those of whom are compelled to make quarterly payments on expected income, as they shall almost always send in MORE than the estimated income tax for the quarter, and consequently would be vulnerable to having their returns audited and a fine taken out of their expected refund when filing their taxes for the next season.
Of course, if the person has “voted right”, or made contributions to the candidates favored by the Current Regime, there would be endless deferrals, or even exoneration, of any action upon irregularities in the tax returns.
But they already do this sort of “selective reviews”.
The IRS will implode.
The simple solution is to charge everyone the penalty, then make them provide proof of insurance to claim a refund.
The IRS is “cash strapped”?? How stupid does this writer think we are? This government prints money like no other in history. Obastard has added $5 TRILLION to the debt in five years. Just grab some of that to pay your thug-enforcers, Obama.
The fees and fines program is now open for business.
