Last shooting was also soldier on soldier and the motivation was Islamic “Jihad” How is this congressman already so sure it is not terrorism?

How is this congressman already so sure it is not terrorism? Because Moslems can't be terrorists, just like "African-Americans" can't be racists.
Only white Christians can be either of those things.
