I’m amazed that ABC and the Washington Post are even reporting this. It directly contradicts the White House propaganda.
I tend to believe the (how said that I can say this) Kremlin statement over the White House. Putin made a courtesy call to Obama telling him that if there is an incident of some sort in Kiev he will move in. His second call was probably to the planners of said incident, giving them a green light.
Obama is probably on the phone now with Valerie Jarrett asking what to do.

If Putin called Obama it wasn’t to negotiate. He’s going to offer a deal Barry cannot refuse.

If Merkel was “on board” with sanctions Obama would be touting it. There would be another speech dedicated to it. The fact that we’re hearing little about it speaks volumes. Besides, Merkel knows that Obama’s word means nothing.

Obama is probably upset with Putin because of the lack of diversity in the Russian forces. Where are all the LGBT troops? He is demanding answers. lol
