Here in our little community, we know all of our mail carriers. They are all conservative and all hard working.

My guess - without any further facts - are that this is a large urban issue - BLUE STATES.

It is not the carriers, it is the high position holders, that are responsible. If memory serves correct and a google search should bring it up the Big Wigs were moving just blocks away and it was costing us MILLIONS just a year or so ago.
