to practice cloaking? Excuse my ignorance, but what is that?It's a Star Trek concept. A way to render a ship or other thing invisible to the degree that you can't see it nor accurately detect its location, though perhaps you can discover tell-tale signs of its presence.

They've developed a way to disappear. (cloak .. cloaking)
And why not?
WE'VE developed ways to disappear (stealth) and the Japs have an "invisable" cloth, so ... yeah ... may be.
