“Why does this keep happening?”

It is an excuse for why they cant pass their exams. Its not their fault, its the “poisonous atmosphere” at the university.

Probably like the “poisonous atmosphere” in the Kansas City School District which was awarded by a leftist judge (illegally, against state laws regarding property taxes) billions of dollars for such things as an Olympic-size pool with underwater viewing area, overseas field trips, etc, in order to close the achievement gap and and entice integration (as most whites, seeing the handwriting on the wall, fled the district). The district and its (corrupt) administration blew those billions without ever raising scores, while schools in majority white districts held bake sales and such to fund school activities. The KCSD even paid for taxis to entice white students into the district to help raise the scores, though few utilised the offer.

They wouldn’t understand or acknowledge that the white students and parents placed a greater priority on academic achievement and especially a safe and secure school environment, over all the “bells and whistles” on offer at KCSD which were supposed to help make it one of the most competitive districts in the nation. So the left had their chance at almost unlimited money (the judge told them that “the sky’s the limit” in asking them to offer their “dream list” of amenities to be footed by the tax payers of the state) and still couldn’t close the gap. I believe that at present the DC district spends more per child than any other district, with dismal scores and an unsafe atmosphere to show for it.

Even Prince George Co, bastion of the black middle class (thanks to government jobs) has a failing district. These are the children of the black “bourgeois”. Studies have shown that white male students from poor families in West Virginia have higher scores, lower drop-out rates, and lower crime rates, than their black peers from upper-middle class, two parent black families.

So, it would seem that funding disparities are not the problem here.

Decades later, after blowing through all that money, the KCSD was bankrupt and had to close a percentage of the schools.

And the achievement gap has widened, not closed, nationwide.
