Ukraine to Lay Claim for Soviet Heritage

KIEV, March 17, Ukraine is set to lay a claim to property of the Soviet Union, including about $80 billion deposited on the accounts of the USSR State Bank, Justice Minister Pavlo Petrenko said on Thursday.

Petrenko said that Ukraine did not sign the December 9, 1994 agreement which recognized Russia as the successor state of the Soviet Union and its government has legal grounds to claim ownership of certain Soviet property located in third states.

Kiev also plans to lay claim to about $80 billion deposited on accounts of the USSR State Bank, the only bank in the Soviet Union.

Much disposition of finance from the USSR days has not been finalized or fully negotiated, and now Ukraine is desperate for dough. They will likely find the US and EU are not willing to pay much anymore.

The Ukraine may be able to make an eventually enforceable claim while seeking damages for Russia’s seizure of Ukrainian territory in breach of international agreements and treaties.

The Budapest Agreement was signed December 5, 1994. What is this little thing about? Or is it part of the same memo...like an addendum.

They'll likely get more, and that much sooner by negotiating the value of the property, their share of the debt, and the form of the payment. They'd probably net 40 billion, and Putin has so much support in Russia that it would pass Duma.

Ukraine claims not to have signed the agreement, so they can pursue a case separately.

It is civil, so it would proceed in Russian courts.

Certainly not. One of Putin’s most predictable traits is his need to humilitate his foes as he takes his imagined revenge.

Naw...doesn’t sound right. Assets were divested way back when. If this was valid, they would have done this earlier. Let’s see what’s happening. Wonder how many of Obama’s lawyers are in on this one.

One problem they have is explaining why they complied with all the other provisions of the agreement, but let this one go without being timely.

Probably because it’s written elsewhere...Yeltsin gave Ukraine 1/2 of the Black Sea Fleet...plus....so the paper that they’re referring to was probably nothing more than a draft.

I don’t think it matters. Strong arguments being circulated in Ukraine today that Putin is going to bomb and roll tanks. Soon. Putin can see now Merkel and the kenyan won’t do a thing about it. Why wait if that is the case?

Yes, it is a very high probability. Putin has aid for years he would take the Ukraine.
