Obviously non-profit organizations will be exempt from the law. Also, most likely exempt will be those employers who sign collectively bargaining agreements with left-wing unions such as the SEIU.
This is the actual driving force behind the push for "living wages". No one wants to voluntarily join unions anymore, so they are attempting to force the issue by having the companies do the forcing.
