It’s reverse psychology. If people think Soros is doing this, they’ll drive Ukraine into the arms of Russia, which is what Soros would really want.
There is no doubt Soros has been involved in Ukraine. There have been many reports on it from various sources. That said, there is so much deception that it’s possible Soros does Putin’s dirty work. Soros certainly works for the cartels.
