It appears to me that the UAW must have promised VW to keep wages and benefits low in exchange for union dues.
Why else would VW allow the UAW to meet with employees while they were working?

Germany is one big union. People are told where and when they can go to school. University is free, but only for the select few. Your occupation is chosen for you along with where you can live in order to pursue the work that the state has selected for you. You may not move without permission, if you do, you love your job and your profession.
In exchange for a stable and compliant work force, German companies agree to hire people for life, give them generous vacations and union representation at management level. This has been a stable system since the days of Bismarck, but is falling apart with the influx of all the auslander including those from the former Communist East.
