Lerner’s a small fish; I don’t know why Congress doesn’t immunize her based on agreement to provide full disclosure, and THEN cite her for contempt of Congress and jail her if she fails to cooperate after that.

She knew that she could do this and that the Obama admin would not only not pursue her, but would do everything it could behind the scenes to protect her.
