How are the victims cells phones able to ring while blown up or at the bottom of the ocean?

Please elaborate on the cell phones ringing. I've read nothing about that.

I also read an article where a relative was calling their loved one’s cell phone a number of times and it rang until the voicemail picked up. If it was destroyed or shut-off it would have not connected and gone directly into voicemail. But in this case, it was connecting but nobody was answering. (based on what I recall from the article)
