There must be different people in California. They rolled over for this years ago without a wimper.
Yankees, even today, are a bit different. When the manadatory seatbelt laws came in, Massachusetts actually repealed it through referendum, I believe. It ultimately came back, but Massachusetts was already the land of Dukakis while CA was the land of Deukmajian. And yet, there is still a civil libertarian streak in there that may yet be tapped into. Not a majority, mind you, maybe not a large minority anymore, but it's there. In 1994, Tom Scott ran as a FOURTH party candidate, basically a FREEPER candidate, getting 12% of the vote. He would have gotten more if it weren't for the Republican (Rowland) lying, and a number of voters who were understandably afraid of Dem. Bill Curry. Rowland wound up in jail, and deserved it.

Scumbags on Beacon Hill (but I repeat myself) promised no primary enforcement in order to ram the law through.
Since all liberals lie some of the time and Mass liberals lie ALL the time, primary enforcement passed later on.
