Maybe they have taken credit via direct communication to one or more governments but the auhorities are keeping quiet to avoid panic.

You have to follow their twisted logic. They are only supposed to kill infidels after they have offered them a chance to "revert" to Islam. In the past Imams have harshly criticized those who have done these mass killings not for killing people (they're cool with that!) but for not giving them a chance to revert.

By not taking credit they avoid that criticism.
