The writing style in this article made me stop reading after the second paragraph

“seemed to indicate that he’d be willing”?
“not inisgnificant”?

This passive voice, double negative writing is the mark of an insecure author. It should read:

“...House Speaker John Boehner (R-OH) indicated that he would support...”

“Whether Boehner realizes it or not, those words are significant...”

My high school English teacher seemed to indicate that she might consider the act of rolling over in her grave as she considered not unreading what was written above.
