Barry is 'softening the field' for a foreign military incusion or to WEAKEN the U.S. military ahead of a domestic uprising where his agencies will be used to repel American citizens. He knows the U.S. military cannot be counted on to resist American citizens battling against Fascist leadership, but HIS AGENCIES CAN BE COUNTED ON TO REPEL THE CITIZENRY.
