This doesn’t have anything to do with manufacturing. It does have something to do with government control of all manufacturing.
No pressure from the Chicago political mafia. (Barack Hussein Obama, Little Dick Turbin, Rahm Emanuel, Valerie Jarrett and the other assorted commies and Marxists). Nope!. Uh uh. A consolation prize to Chicago for them not getting the Olympics.
If it’s really and truly a good idea, private sector venture capital will get you the funding. Tax payers should not be forced to be back any business, good idea or hare-brained.

A $350 million infusion to the Chicago slush fund isn’t too much. That’s only about $100 for Rahm, $100 for Durbin, $100 for Obama, and $50 for Ayers. Even the latest Powerball winner scored more cash. Stand by for a protest from the big 4, demanding more cash.

There must be a half trillion dollars that has been pumped into Chicago during Obama’s reign so far.
That's why rahm wanted in so badly and why they paved the way for him. Crooked to the core.
He appointed Cameron Davis from Chicago to great lakes czar, gave him a $20 billion budget in 2009 and no one has heard from Davis since. Obama has since appointed 2 other czars to do basically the same thing (Carp czar and Beach czar or something)
He gave a bunch of money to the corps of engineers to look at the Asian carp problem and how to prevent them from entering the great lakes through the shipping canal but that money appears to have gone into the Chicago sewer system.
