Russian stuff is junk ...did you not get the memo? The IRST will not work, cannot work, and even if it could work we have decades of experience blowing up Russian $h!t. After all, who cares if all of that experience has been against old obsolete equipment being used by ill-trained third-world forces facing qualitative and quantitative disadvantages!
