Everything you see on the ground there was verified by realtime police dispatches which were not faked. There were independent eyewitnesses — neighbors and parents and kids.
What you are looking at in the tape is long after the event when the word went out that everyone inside was dead and there would be no rescue. They knew the car belonged to the shooter.
Because there was a lot of blood and carnage inside the LE did not want a whole lot of people traipsing through it.
The people in that video are just milling around because there is nothing for them to do — no one to rescue — no one to save.

That can’t be it. The only solution must be that a complicated secret hoax operation was in the middle of being perpetrated but they forgot to give all the extra actors proper acting directions in case any one happened to film them. It’s always the little details that screw up your multi-million dollar super secret media operation.
It’s the only thing that makes sense.
