The border must be secured before any law regarding illegal immigrants is even passed. If it is part of a new law it is the part that will instantly wither the day after enactment and will be a null provision.
So why do we need another law? Securing the border is and has been a government responsibility. And we have laws on enforcement and deportation. Shouldn’t those meet the same kind of test as border security?
