The Democrats ran against Herbert Hoover until the 1960s. To a great degree, that tactic worked, as they held onto the White House for five election cycles and controlled the Senate from 1932 to 1980, and the House from 1930 to 1994, with the exception of the 1946 off-year cycle. Clinton ran against George H.W. Bush and won two terms. Obama ran against George W. Bush, irrespective of the actual RINO opponent he faced, and won two terms.

The San Diego mayoral election was largely driven by local issues, including a disgraced Democrat incumbent who was caught up in a sexual harassment scandal. Don't read it as an omen, good or bad.
