I think the law was purposely written to allow these changes. Remember all the times it says “at the discretion of the HHS Secretary,” well Obama is her boss, so it might as well have said “at the discretion of the POTUS.” It's just a horrible bill that is nothing but a nightmare. I don't think anything can be done until these people are voted out of office. Democrats really need to be PUNISHED for this monstrosity.
