By not being in office when Obama’s term ends, Obama can pardon him and prevent prosecution by the next administration.

IMHO, he is stepping down 2+ years ahead of the end of the Obama administration. 1) if he is charged with a crime subsequent to him leaving, he gets pardoned. If not, the statute of limitations will protect him from being prosecuted.
