The effort in Utah is to shut off the water, not (only) the power. No water and those systems become nothing but giant space heaters. Of course it won't happen no matter how anyone votes. Lots of armed men in various levels of armor and costume will be sent to turn it back on. But at least the velvet glove will finally be off.
