I think not being allowed to shoot at a couple of women delivering newspapers is a good “policy”.
Gee are they saying that the gun happy police are not able to tell the difference between two women delivering new papers and a man on the run
Sounds like someone wanted to be the hero who got the perp and fired before knowing what was going on. After the first shot the mob mentality took over without a second thought. It’s just luckily that no innocent victum was killed.
