It is indeed more difficult to solve "crimes" when you can't just stop every single person or car on the street at every single street corner and rifle through their pockets to see where they've been, which is more or less what license plate readers and cell tower records do for you.

Such a deterrent is un-American. It’s more appropriate for a state like the USSR. It’s the growing US police state that needs to be deterred.
