Yes, that’s true, but earmarks were used as specific payoffs. And they have to go through a lot more hoops now than they used to.
Yup, its a small victory , but a victory nonetheless. It took over 100 years for the system to get this corrupt, it'll probably take at least that long to fix it, but we have to start.
