And why exactly is the State Department concerned with CO2 emissions? Isn't that the job of the EPA? Or some other buttinsky, nanny-state, alphabet agency?

It isn't like it's a military or political treaty. It's a freakin' oil pipeline, a commercial arrangement between two business entities. Does the State Department get to regulate commerce any time the parties involved are from different countries?

They’re planning to import large quantities of goods into the United States. I’m not surprised to see State involved. Now that you mention it, I am surprised EPA and other unconstitutional busybodies are not involved ...

We should be understanding that the State Department runs much of the country. Thats what attracts presidential wannabes like Clinton and Kerry

Pres administrations come and go but State dept bureaucrats remain
