FYI, the warehouse for receiving yellowcake used in the Manhattan project was pretty much under this bridge and the ground is still contaminated.
The area is mostly an industrial zone with junkyards and shipyards so toxins are common.
Part of the reason housing is so cheap there is because of this.

Any toxins will only harm certain people and those same people will be prohibited from using the bridge.
Not only that, toxins will not affect people on the Staten Island end of the bridge - where there are in fact more minority groups than on the Bayonne side.
