False dichotomy. It is entirely possible to have comprehensive immigration reform AND not have amnesty. Without passing a single law. Just enforce the ones on the books now.
It is like all the rest of the lies:
Conservatives oppose immigration (nope, only illegal border crossers)
Conservatives want families to be broken up (nope, better the whole family go together back to the home country).
But your solution would require the Executive Branch to stop issuing EOs and enforce the law. Nice fantasy, but too many potential voters are at stake for either party to do what the Constitution actually requires.
