This is what Putin is warning potential Islamist “martyrs” the Russians will do if they blow themselves up. And they WILL!

I think the situations are quite different, however, In the NOKO case, Jang was perceived as a political threat so he and his family were executed. In Russia, it would be families of those who’ve committed atrocities who’d be executed. (not that by virtue of the nature of NOKO, Jang didn’t commit plenty of atrocities, but that’s not why he and his family were executed)
