The law stated that just about everything but the kitchen sink was the law, subject to the modifications of the Secretary of Health & Human Services, as needed, serving the president.

So the law really says that it's whatever the president tells the SHHS at the cabinet level. That's why Pelosi said we had to pass it to see what's in it.
