Does anyone know who is the final authority for downgrading the classification of these documents from Top Secret to Declassified?

There is sure a lot of redaction in what I read so far.
They all know that we know far more than they want us to.
I certainly do not know who to credit on the declassification.
Will however be studying this carefully for things that were not previously admitted.
Today the voting began in Egypt on the new Constitution.
The trials of Morsi and the Muslim Brotherhood were postponed until Feb 1.
I am looking forward to exposure of Morsi’s connection to Benghazi. And Obama’s connection to financing MB and al Qaeda elements there and in Syria.
Then the question of financing the MB’s rise to power in Egypt.
This is an explosive time for the US and the Middle East.
