Not correct. The Bundestag and Bundesverfassungsgericht can indeed veto (or alter) EU legislation, being the only non-EU bodies (and national governmental bodies) with that power.

If the UK decided to take up this power through their Parliament (or exit the EU as constructed) they COULD ABSOUTELY do it. It would be a matter of also restructuring UK courts and police powers over enforcement over regulations as that would be the next step to block anti-UK legislation.
