Actually, the term “uptalk” was coined by James Gorman in this NYT piece:

Linguists call this verbal feature the “High Rising Terminal”.
Not in my experience. I'm a California native who moved to Texas eight years ago, and I heard far more of that 'uptalk' lilt when I was back home, than I've ever heard out here.
Used to drive me nuts. Even grown people talked that way.
